Summary of the contracting process

Trafford Council is seeking services to improve food environments for children, young people and families in Trafford. The work is divided into two lots: supporting schools to improve food environments, implement School Food Standards and increase uptake of school meals; and developing understanding of food environments in early years settings and supporting sustainable improvements to food and nutrition practice. Delivery is in Trafford. The council may appoint one provider for both lots or separate providers for each. Where separate providers are chosen, they are expected to work together to provide a coherent approach across Trafford. Partnerships and consortia are welcome. The work falls within children’s and young people’s welfare services.

Trafford Council invited offers through an open competition below the applicable threshold. The enquiry deadline was 18 November 2026 at 12 noon, and the bid deadline was 23 November 2026 at 12 noon. The contract is due to run from 1 March 2027 to 29 February 2028, with two possible 12-month extensions, potentially taking it to 28 February 2030. Each lot is valued at £105,000 excluding VAT (£126,000 including VAT). Each lot is assessed on quality, with pricing considered within the quality assessment; bidders must also submit a price schedule. The procurement is arranged in two lots: healthy school food environments and early years food environments.
