Summary of the contracting process

The North Yorkshire Council has awarded a contract for the Public Health Medicines Optimisation Service. This service is designed to provide up-to-date medicines advice and guidance to the council, ensuring the safe and effective use of medicines across their services while supporting statutory responsibilities. The procurement falls under the pharmacy services industry category and the Health Care Services (Provider Selection Regime) Regulations 2023. The contract, valued at £30,000, covers the North Yorkshire region and was awarded under urgent circumstances due to unforeseen structural changes affecting service continuity. The contract is active from 1st July 2026 until 30th June 2027. The procurement process was conducted using a limited method, leveraging an urgent award procedure without prior publication due to extreme urgency.

This contract presents opportunities for businesses specialising in pharmaceutical consultancy and health optimisation services. Companies that can provide expert pharmaceutical advice and maintain a prescribing dashboard, particularly those with experience in dealing with urgent health service challenges, would be well-suited to similar opportunities. Although the procurement was handled on a direct award basis, future opportunities may arise, allowing other businesses to engage through competitive processes, especially those capable of offering innovative health care solutions and agile service delivery in response to abrupt changes in public health needs.

Procurement Information

Termination of the existing Public Health Medicines Service contract is required due to significant and unforeseen structural changes, resulting in the imminent loss of service provision by the supplier. The loss of pharmaceutical expertise presents a risk to continuity, legality, and patient safety, and continued reliance on the current provider is therefore not viable or proportionate and a Direct Award is essential to maintain continuity of service. Sufficient time was not available for alternative arrangements via competition. The urgent Direct Award is for a short time period, until new arrangements are put in to place.
