Summary of the contracting process

South Gloucestershire Council, Bristol City Council, Bath & North East Somerset Council and North Somerset Council jointly procured mattress processing services for the West of England. The requirement covers the receipt, processing and disposal or recovery of mattress waste, classified as refuse and waste-related services (CPV 90500000). Work is to be delivered across the South Gloucestershire and Bristol areas, including the council areas of Bath and North East Somerset and North Somerset. The contract could be divided between more than one contractor where bidders’ site capacity required this. It is a service procurement suited to small and medium-sized enterprises, and is relevant to operators with mattress-processing, recycling, waste-treatment or related recovery facilities serving the West of England.

The procurement has reached the award stage following a completed open procedure. Four bids were received, including two from SMEs, and the contract was evaluated on 80% price and 20% quality. ETM Recycling Limited and Circom Fibres Limited were selected jointly on 18 August 2026 for the single lot, at an awarded value of £1,600,000 excluding VAT (£1,920,000 including VAT). The contract period is 5 October 2026 to 4 October 2027, with one possible two-year extension taking the maximum end date to 4 October 2029. The award has a standstill period ending on 28 August 2026; a future contract signature is scheduled for 1 October 2026. The initial tender deadline was 31 July 2026, and the award decision period ended on 17 August 2026.

This procurement demonstrates substantial, multi-council demand for specialist mattress waste processing in the West of England and shows that the requirement can be delivered by more than one operator where site capacity supports divided volumes. A credible future competitor would need suitable processing or recycling facilities, sufficient throughput and reliable arrangements for receiving and treating mattresses across the participating council areas. Required legal and operational credentials include environmental permits or exemptions, waste-transport licences and export licences where relevant, together with the ability to obtain the required insurance. Suppliers should be able to demonstrate financial resilience, effective health and safety controls, suitable human and technical resources, UK GDPR compliance and up to three relevant contract examples. Price competitiveness and service quality are both important to the buyer.

Planning Information

This Notice is to inform the market that preliminary market engagement has taken place in relation to the West of England Processing of Mattress waste tender. The Contracting Authority (South Gloucestershire Council) undertook a desktop analysis of possible market options, contacted some suppliers and discussed key aspects of service delivery and asked questions to ascertain key facts regarding the process of mattress disposal to inform the specification. This was to develop the authority’s requirements and approach to the procurement, and identify potential suppliers that may be able to supply the services required. As part of this preliminary market engagement South Gloucestershire Council sought to best place the tender for the market to bid and to also meet the West of England requirements.
