Summary of the contracting process

Historic Environment Scotland is procuring ecological survey services across its estate. The work falls within environmental services and is intended to support the organisation’s estate-wide ecological requirements and internal team. The successful supplier may also be used for other ecology-related activities required to support that team. Historic Environment Scotland is the buying organisation. The requirement is structured as a single service package rather than separate lots. It is therefore suited to an ecological consultancy, environmental services company or specialist survey provider able to deliver work across the buyer’s estate. Community benefits form part of the requirement, with examples including local apprenticeships and support for ecological projects in the area or on site. The procurement has reached tender: Historic Environment Scotland invited offers through an open procedure. Bids must be submitted electronically in English, with the tender deadline amended to 5 August 2026 at 12:00 noon. Tenders are scheduled to be opened at the same time. The initial contract period is 720 days, with an option to extend for a further three years, reviewed annually. Evaluation is based on quality at 60% and price at 40%. Variants are not allowed. The buyer will not negotiate at award or after award and will not accept a supplier’s terms and conditions. The requirement may be re-tendered in 2031 if all extensions are used and budget is approved. The amendment to the deadline was made because of errors in the pricing document.
