Summary of the contracting process

Southern Water Services Limited has awarded a contract for the procurement of a low voltage monitoring tool to EA Technology Ltd. The contract pertains to the utilities industry and involves the purchase of a tool designed to analyse electrical circuits, identify water ingress, and address load and capacity issues. This direct award, justified by the Procurement Act 2023 due to technical reasons, ensures continuity of service with integrated EA Technology devices. Located in Worthing, the procurement process has reached the award stage as of 3rd July 2026, with a contract period starting from 15th July 2026 to 15th July 2027, extendable by up to a year.

This procurement, valued at a gross amount of £939,576, presents opportunities particularly for businesses in the electrical monitoring sector. While the direct award approach emphasises the specific technical integrations that EA Technology offers, SMEs with similar capabilities or complementary services could position themselves for future opportunities by focusing on developing distinct technical advantages or innovative solutions in electrical analysis and monitoring. As this procurement highlights the significance of proprietary technology compatibility, businesses aiming for such contracts should consider establishing niches or technological leadership in their respective areas.

Notice Title

Low Voltage Monitoring

Notice Description

Purchase of low voltage monitoring tool that uses electrical analysis to assess the condition of our electrical circuits, check for water ingress and help us understand our load and capacity issues

Procurement Information

This direct award is justified under Schedule 5, Paragraph 6 of the Procurement Act 2023. Due to the absence of competition for technical reasons, due to EA Technology monitoring devices being on the network and are integrated with EA Technology's proprietary monitoring platform. There are no reasonable alternatives capable of providing continuity of service, access to historic data, alarm management and compatibility with the installed equipment. Awarding the contract to an alternative supplier would require replacement of existing infrastructure and result in disproportionate technical and operational disruption.
