Summary of the contracting process

Bridgend County Borough Council is procuring a specialist supported living service at Condor’s Rest in Tondu, Bridgend County Borough, for four people with learning disabilities, neurodiverse conditions and/or complex challenging behaviour. The service is intended to help residents remain in their local communities and live as independently as possible. It involves providing complex health and social care support, with the Council as lead commissioner and Cwm Taf Morgannwg University Health Board contributing joint funding for some residents. This is a health and social care services contract, rather than a supply of goods or building works. The provider is expected to work with partners and consider innovative support, including assistive technology, to manage care hours within available budgets.

The Council invited tenders through an open procedure. The contract is planned to run from 1 April 2027 to 31 March 2030, with an option to extend by up to 48 months, subject to funding and Council approval, potentially ending on 31 March 2034. The estimated value is £4,861,548.12 excluding VAT (£5,833,857.74 including VAT). Questions were due by 13 November 2026 at 17:00, and tenders by 24 November 2026 at 12:00. The award decision was scheduled by 18 January 2027. There is one lot. Evaluation gives 80% to quality, comprising method statements and interviews, and 20% to price. Electronic submission is permitted, with tenders accepted in English or Welsh.

This opportunity is suited to specialist social care providers able to deliver supported living for a small group of people with substantial and potentially complex support needs. Providers need to demonstrate knowledge and experience of Positive Behaviour Management and of supporting people with complex health and social care needs, including learning disabilities and neurodiverse conditions. Strong capability in person-centred support, promoting independence and enabling people to remain in their local communities will be relevant to the service’s stated aims. The work also calls for partnership working and practical innovation, including the use of assistive technology to manage care hours within available budgets. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable to compete. The service is jointly funded, and providers should be able to work with health and local authority partners.
