Summary of the contracting process

Apex Housing Association sought agency nursing, care, support and ancillary staff through a multi-supplier framework. The requirement covered suitably qualified, experienced and compliant temporary workers for ad hoc, emergency and short-term assignments across Apex’s services and schemes. Lot 1 covered agency nursing staff and residential officers supporting nursing and residential care services. Lot 2 covered agency care, support and ancillary staff providing temporary cover across a range of services and schemes. The framework was intended to support call-off assignments when staffing was required, with suppliers ranked for each lot. Relevant providers include specialist nursing agencies, care staffing agencies and broader temporary staffing businesses able to supply compliant workers for residential care, support and ancillary roles.

The buyer invited offers at tender stage using a selective competitive flexible procedure. Responses covered both conditions of participation and the award stage and were to be submitted electronically through eTendersNI by 28 July 2026 at 23:59. The intended award period ended on 21 August 2026 at 23:59. The procurement was then cancelled on 30 July 2026 and discontinued pending written clarification from the relevant regulatory body, because the outcome could affect participation conditions and the competition basis. The estimated gross value was £2.5 million for Lot 1 and £14.5 million for Lot 2. Each lot was planned for 10 September 2026 to 9 September 2028, with two possible 12-month extensions to 9 September 2030. Evaluation was 60% price and 40% quality, including methodology, training, compliance and safeguarding.

This opportunity suited suppliers with established agency staffing operations and the ability to provide qualified, experienced and compliant personnel at short notice. Relevant capability included nursing recruitment and placement for Lot 1, and care, support, residential and ancillary staffing for Lot 2. Suppliers needed reliable processes for staff training, regulatory compliance and safeguarding, as these formed part of the quality assessment. The framework model favoured businesses able to manage ad hoc, emergency and short-term assignments, respond within required timescales and maintain sufficient worker availability. Up to three suppliers were intended to be ranked for each lot, with assignments offered first to the highest-ranked provider and passed down the ranking if it could not meet the requirement. The procurement was cancelled pending regulatory clarification.
