Notice Description

You are invited to submit a Tender for a Framework Agreement for the Provision of Transportation of Children, Young People & Adults (9-16 Passenger Seat Vehicles). The Contracting Authority is conducting a Procurement Procedure following the Procurement Act 2023 open tender procedure and following the publication of Find a Tender Service (FTS) notice. The Contracting Authority is looking to establish a ranked framework of Service Providers that are able to provide transport for Children, Young People and Adults identified by the Council. A full scope of the Contracting Authority's requirements can be found in Appendix A - Specification. The Contracting Authority wishes to appoint Suppliers who can clearly demonstrate the ability to meet our requirements and who offers the most advantageous tender. It is anticipated that the framework term will be from August 2026 to July 2028, with the option to extend incrementally for a period of 1+1 years (subject to contract review and budget availability). The English Devolution White Paper set out the government's vision for simpler local government structures in order to lead to better outcomes for residents, improved local accountability and savings which can then be reinvested in public services. All councils in 2-tier areas and small neighbouring unitary authorities have been invited to develop proposals for unitary local government with the aim of bringing together lower and upper tier local government services in new unitary councils to deliver local government reorganisation. It is likely that within the duration of this contract there may be further development of local government reorganisation that could result in the area and scope of coverage of this contract changing. It is not clear at this stage what the reorganisation will look like. The Contracting Authority reserve the right to modify, review or amend the contract as may become appropriate in order to effectively respond to any future requirements as a result of local government reorganisation.

Service Providers will be issued with a completed copy of the Call Off Order Form (template can be found attached as Appendix G) which will contain the contractual details of the awarded Route. Service Providers must complete the Call Off Order form, taking care to indicate which Routes that they are willing to accept. It is the expectation of Blackpool Council that any bidder applying to be included on the framework will be willing to ensure that all routes are fulfilled. Blackpool Council will make clear whether the route is in-borough or out of borough at the time of allocation. When a Route is allocated it is anticipated that the provider will retain that route for the duration of the contract specified in the Call Off Order Form, and that the Service Provider accepts the route on that basis. Any new routes that become available after commencement of the contract will be offered to the number one ranked Service Provider first, if they turn down the new route, this will then be offered to the second Service Provider and third Service Provider consecutively. Should these Service Providers be unable to accept the Route, it will be offered to the first reserve Service Provider, then the Second, and then the Third."
