The effective operation of the MTTF depends upon it being perceived as a neutral, collaborative space that fosters open dialogue across both public and commercial participants. This necessitates a provider with no vested political interests, commercial bias in subject areas relevant to Mass Transit, or involvement in lobbying or advocacy activities that may compromise neutrality. Furthermore, the provider must not use the MTTF as a vehicle for commercial promotion, dispute resolution, or arbitration. UTG is a private company limited by guarantee without share capital, with no profit-distributing shareholders, it is voluntarily funded by its member organisations who are Local Transport Authorities (LTAs). Its strategy and policies are determined by a Board of 10 Directors, one from each of its Principal Members which maintains a balance of opinions. These attributes make UTG uniquely suited to uphold the MTTF's principles of neutrality and impartiality, unlike commercial or politically affiliated organisation
