Summary of the contracting process

Cardiff and Vale University Health Board is buying technical inspection and testing services to assess lightning protection systems across numerous sites in its estate. The contractor must carry out a full risk assessment for each property to BS EN 62305-2:2013, produce detailed risk assessment reports and drawings of existing lightning protection systems, and visually inspect systems where applicable. Reports must include colour photographs showing down conductors, earth test points, pits and air terminations. The work is delivered across the Health Board’s estate in Cardiff and the surrounding Cardiff area. NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is managing the procurement on the Health Board’s behalf. The opportunity is identified as suitable for small and medium-sized enterprises.

The process reached tender: the buyer invited offers through an open procedure. Suppliers could submit electronic tenders in English or Welsh through the eTenderWales portal, using ITT code 126787. Enquiries were due by 1 September 2026 at 16:00, and tenders by 7 September 2026 at 12:00. The planned evaluation and award decision date was 1 October 2026. The contract period is 1 November 2026 to 31 October 2027. The single lot has an estimated value of £230,000 excluding VAT, or £276,000 including VAT. Evaluation is based on commercial price at 60% and the technical response at 40%. Economic and technical selection requirements are set out in the Invitation to Tender.

This opportunity suits specialist lightning protection consultants, inspection bodies and testing contractors able to assess systems across multiple healthcare-estate buildings. Suppliers need demonstrable competence in risk assessment to BS EN 62305-2:2013, including evaluating existing lightning protection installations and identifying the information needed for safe and compliant operation. The work also requires the ability to produce detailed technical reports and property drawings, carry out visual inspections, and capture clear photographic evidence of system components. A suitable bidder will need enough surveying and reporting capacity to coordinate numerous sites and deliver consistent outputs for each property. It is particularly relevant to SMEs with experience in building-services inspection, lightning protection, electrical safety or related technical compliance work.
