Leicester City Council is planning a High Dependency Intermediate Care service providing short-term, intensive care and support in a bedded, non-clinical setting such as a nursing home. This will suit nursing home operators and care providers able to deliver intensive intermediate care for adults with complex health and social care needs, particularly organisations with local capacity in Leicester or Leicestershire. The proposed model requires a minimum of 15 dedicated beds, so suitable suppliers will need sufficient accommodation and operational capacity to provide a block-booked service. The beds must be within a Care Quality Commission-registered nursing home rated Good or Outstanding when tenders are submitted. Providers should be prepared to demonstrate care delivery, discharge support, rehabilitation, reablement and recovery outcomes, alongside effective partnership working with health and social care services. **THIS IS NOT A CALL FOR COMPETITION** This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. Leicester City Council invites providers to attend our upcoming market engagement event for the High Dependency Intermediate Care (HD) service model. It is anticipated that tenders would be sought in mid-September for an anticipated contract start date of 1st April 2027, immediately after the end of our current contract providing Discharge to Assess High Dependency RRR Residential service to Leicester and Leicestershire. This market engagement event will give providers an opportunity to gain an early understanding of the proposed model, ask questions, and prepare for participation in the forthcoming tender process. What is High Dependency Intermediate Care (HD)? High Dependency Intermediate Care provides a short-term, intensive care and support bedded service in a non-clinical environment (i.e. nursing home) within the Leicester or Leicestershire area. This discharge pathway is for individuals with complex health and social care needs who require a higher level of support than traditional intermediate care services. The service aims to support timely hospital discharge, prevent unnecessary hospital admissions, promote recovery, reablement and rehabilitation, and enable people to regain as much independence as possible within a community setting. The service specific requirements include a minimum of fifteen dedicated High Dependency Intermediate Care beds within a CQC-registered nursing home that is rated Good or Outstanding by the Care Quality Commission at the point of tender submission (anticipated mid-September). It is proposed that these beds are to be block booked for a maximum contract term of 3 years on a 1+1+1 basis. Also included as a proposed requirement is for the location of these beds to be within a Leicester or Leicestershire care home. During the event we will: * Provide an overview of the proposed High Dependency Intermediate Care model. * Explain the cohort of people the service is designed to support and the expected outcomes. * Outline the service requirements, care expectations, and partnership working arrangements. * Discuss the forthcoming procurement process and tender opportunity. * Answer questions and gather feedback to help shape the final service model and procurement approach. This event will take place on Tuesday 18th August 2026 and will take place from 11am until 12:30pm. We would welcome your attendance and encourage you to share this invitation with appropriate colleagues within your organisation.
