Summary of the contracting process

The Foreign, Commonwealth & Development Office (FCDO) intends to procure a Development Advisory Framework (DAF), succeeding its existing Evaluation and Advisory Consultancy and Delivery Services 2 Framework. The framework will provide access to suitably qualified advisory, analytical and professional services supporting the design and development of FCDO’s international development portfolio. Likely work includes scoping studies, business case development, and contributions to new and innovative thinking across FCDO priorities. The framework is expected to be accessible across the FCDO and potentially other UK Government departments, using both official development assistance and non-official development assistance funds. The procurement is for services related to international development, foreign affairs, diplomatic and consular activities.

This procurement is at the planning stage: the buyer has announced an intention to procure and has not yet invited tenders. The planned approach is a single-lot open procedure for a framework agreement. The estimated value is £25 million excluding VAT (£30 million including VAT). FCDO expects the next notice to be published by 30 October 2026. It expects the framework contract to run from 1 March 2027 to 28 February 2029, with renewal provisions allowing it to continue until 28 February 2031. The framework is intended to suit advisory, analytical and professional services providers with experience supporting international development portfolios and public-sector decision-making. Relevant capabilities include conducting scoping studies, developing business cases, analysing complex development issues, and contributing practical or innovative thinking across varied policy priorities. It may suit multidisciplinary consultancies, specialist advisory firms, research and analytical organisations, and delivery partners able to support FCDO and potentially other UK Government departments. The buyer has indicated that small and medium-sized enterprises and voluntary, community and social enterprises are suitable participants. Suppliers should use the engagement stage to explain their capabilities, identify barriers to participation, and help shape the eventual framework requirements.
