Summary of the contracting process

The Animal and Plant Health Agency, in collaboration with the Department for Environment, Food and Rural Affairs (Defra), is planning a procurement process for the "Purchase, Storage and Emergency Production of Foot and Mouth Antigen and Vaccine." This initiative, tagged under the industry category of veterinary medicine vaccines, aims to ensure the UK has immediate access to necessary antigen stocks for various strains of Foot and Mouth Disease (FMD). Located in London, with the main contracting authority based at the Seacole Building, this procurement is at the planning stage, with initial market engagement scheduled through July 2026. Interested parties must submit relevant product details by 24th July 2026. This is a competitive tender, aimed at securing a contract from July 2027 through March 2033, extendable to 2038, with the total estimated contract value being £4.3 million.

This tender presents an excellent opportunity for businesses specialising in veterinary vaccine production, particularly those with capabilities in developing and supplying FMD vaccines. SMEs are encouraged to participate, as the procurement method includes a competitive flexible procedure, which allows diverse organisations to present their offerings. Companies with established production facilities, compliance with standards such as GMP, and proven efficacy and safety records in their products are well-suited to compete. By participating, businesses can engage directly with a central government body, potentially securing long-term contracts and contributing to the UK's biosecurity and agricultural stability.

Notice Title

Purchase, Storage and Emergency Production of Foot and Mouth Antigen and Vaccine

Notice Description

A UK2 notice (UK-0329) was published on 08/08/2025, containing the same details as below. Since then, the scope has been further developed, and we are re-engaging with the market to obtain the most current information before proceeding to competitive tender. Defra is exploring options for supply of antigen and vaccines to the UK foot and mouth disease (FMD) vaccine bank and is seeking to identify existing and potential suppliers who have FMD vaccines with robust evidence of quality, safety, and efficacy. We are keen to hear from suppliers who are in a position to supply suitable FMD vaccine products from early 2028 (including manufacturing lead times as necessary). Please provide the information detailed in the section below, but please note that Defra will not consider heterologous vaccine products. Those wishing to provide the information requested here should contact Melanie Swain (melanie.swain@defra.gov.uk), by 24th July 2026. Defra reserves the right to follow up with suppliers on a 1:1 basis to further understand their capabilities with regard to this requirement. Defra is seeking this information to inform decisions around guarantees of supply to the UK market. Therefore the estimated total value shown below is only indicative at this stage.
