Summary of the contracting process

The London Borough of Bromley is seeking a provider for its 0–19 Children’s Public Health Nursing Service, covering children and young people from birth to age 19 and supporting their health, wellbeing and development, as well as their families. The service is intended to deliver the Healthy Child Programme and address public health priorities through health visiting and school nursing. This is a health and related social care service, delivered in the London Borough of Bromley. The Council intends to appoint one provider under a single contract, rather than divide the work between multiple suppliers. The requirement combines nursing provision with support for children, young people and families across the borough.

The Council invited tenders through the Provider Selection Regime Competitive Procedure. The tender submission deadline was 12 November 2026 at 12:00 noon, and the deadline for enquiries was 9 November 2026 at 12:00 noon. The intended contract period runs from 1 October 2027 to 30 September 2032, a five-year term. The estimated value is £25.4 million excluding VAT (£30.48 million including VAT). The procurement is a single contract, with one lot. Evaluation gives 60% weighting to price and 40% to quality. Quality covers service delivery, workforce, data protection, integration, sustainability, collaboration, access, health inequalities, choice, stakeholder involvement, social value and financial sustainability. Basic participation criteria covering ability to pursue the activity, financial standing, and technical and professional ability are pass/fail.

The requirement may suit small and medium-sized businesses and voluntary, community and social enterprises. Suppliers will need to show they can pursue the relevant activity and meet pass/fail requirements for economic and financial standing, and technical and professional ability. The service calls for capability in health visiting and school nursing for children and young people aged 0–19, alongside delivery of the Healthy Child Programme. Bidders should be prepared to address workforce, data protection, service delivery and innovation, and to demonstrate how they would integrate and collaborate with others, sustain the service, improve access and choice, and reduce health inequalities. The quality assessment also considers stakeholder involvement, social value delivery and financial sustainability; price carries the larger share of the evaluation.
