Summary of the contracting process

Cannock Chase District Council is procuring a framework agreement for clearance, cleaning and related environmental services in predominantly void social housing properties and communal areas in its general-needs blocks. The scope includes property and garden clearances, including roof and loft spaces; pre- and post-tenancy cleaning; carpet cleaning; rubbish, white-goods and hazardous-waste removal; offensive and minor graffiti removal; pest control; hoarding dispersal; needle sweeps; fly-tipping collection; specialist deep cleaning; garage clearances; and decanting residents’ belongings to an approved management site. The service will support the Council’s housing maintenance operations in Cannock Chase, including 33 two- and three-storey general-needs blocks. Communal cleaning and clearing must cover each block monthly, with internal and external cleaning of communal windows and doors annually.

The process reached tender: the buyer invited offers through an open procedure, with tenders submitted electronically through the eTendering portal. The enquiry deadline was 4 August 2026 at 12:00 and the tender submission deadline was 18 August 2026 at 12:00. The award decision was due by 10 September 2026 at 23:59. This is one lot under a closed framework agreement with a maximum of one participant and no reopening of competition. The estimated value is £1,250,000 excluding VAT, or £1,500,000 including VAT. The contract period is 1 January 2027 to 31 December 2029, with an option to extend by 12 months to 31 December 2030. Evaluation is 60% quality and 40% price.

Suppliers need capacity to clear a void property within 24 hours of receiving access instructions and remove external rubbish within 72 hours. They must also deliver a rolling programme across 33 general-needs blocks, attending every block monthly and cleaning communal windows and doors inside and out. Relevant capability may include handling bulky, hazardous and potentially offensive waste; pest control; graffiti treatment; hoarding dispersal; needle sweeps; deep cleaning; property and garden clearance; and careful removal and storage of residents’ belongings. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.
