Summary of the contracting process

The Gloucestershire Hospitals NHS Foundation Trust has awarded a contract titled "MRI Support to GHNHSFT from Winfield Hospital (Ramsay Health Care)" under the provisions of the Health Care Services (Provider Selection Regime) Regulations 2023. This award, made under urgent circumstances due to a critical failure of air handling units, is classified under the CPV code 85150000 for medical imaging services and involves the procurement of additional MRI capacity for 26 weeks. The contract, valued at £27,820, was awarded via a limited procurement method without prior publication due to the necessity of maintaining patient care pathways at Cheltenham General Hospital and Gloucestershire Royal Hospital, operating within the South West of England (region UKK1), starting from 29th June 2026. The procurement's focus was on addressing a critical reduction in scanning capacity, with only 25% of normal MRI operations available, severely impacting cancer and stroke pathways.

This tender presents opportunities for businesses, particularly large health service providers like Nuffield Health, who can swiftly offer additional imaging services under constrained timeframes. The choice of Nuffield Health, a large-scale provider, demonstrates the suitability and demand for established organisations capable of quick mobilisation and delivering scalable health service support in urgent scenarios. Given the healthcare category and the limited procurement approach, businesses with a strong presence in medical imaging and capacity for rapid service delivery, especially under urgent conditions, are well-suited to compete for similar contracts in future. Such partnerships can enhance businesses' market presence and reinforce their capabilities in the healthcare sector.

Notice Title

MRI Support to GHNHSFT from Winfield Hospital (Ramsay Health Care)

Notice Description

Provision of additional MRI capacity to GHFT for 10 body parts per week (non-contrast) at NHS Payment Scheme National Tariff.

Lot Information

Lot 1

MRI scans will be provided to GHFT patients from Nuffield Health - Cheltenham Hospital for 26 weeks with the provision of 10 body parts per week.
Due to unforeseen circumstances and the risk to patients, this contract has been awarded under the Provider Selection Regime Urgent Award.
The lifetime value of the contract will be PS27,820 for 26 weeks support with the provision of 10 body parts per week from 29th June 2026

Procurement Information

Due to the air handling units failure as they are no longer able to maintain humidity within the required safe scanning range. This has severely and unexpectedly affected MRI capacity at both CGH and GRH and as a result MRI provision for the county currently operating at approximately 25% of normal capacity with only one of the four scanners available. Without additional capacity would crease significant breach position and materially impact cancer and stroke pathways. All internal options to increase capacity have been exhausted. The remaining operational scanner at GRH is already being used for extended hours, up to 16 hours per day, seven days a week, during periods when the other three scanners are unavailable. Therefore, the only option is to seek additional capacity by outsourcing to a local provider in order to ensure that GHNHSFT patients are able to access MRI scans and ensure patient flow is able to be maintained. Additional capacity is only being sought as a temporary measure for 26 weeks.
