Summary of the contracting process

The UK Health Security Agency, acting for the Secretary of State for Health and Social Care, plans to buy a hydrogen peroxide generator and associated services for its Porton Down site. The equipment will decontaminate internal room surfaces and equipment in a model healthcare environment supporting research by the Biosafety, Air and Water Microbiology Group. This is a goods requirement for a standalone, transportable system suitable for UK healthcare settings and rooms ranging from 5 to 225 cubic metres. The supply is expected to include delivery, commissioning, training, technical support, a manufacturer’s warranty, consumable hydrogen peroxide and routine servicing. The generator will need to support controlled decontamination, environmental monitoring, data recording, aeration and safe re-entry checks.

This procurement is at the planning stage. Preliminary market engagement has ended, and UKHSA intends to use a below-threshold open competition; the future tender is expected on 21 September 2026. The planned tender submission deadline is 19 October 2026 at 17:00, with enquiries closing on 2 October 2026 at 17:00. The estimated value is £94,000 excluding VAT (£112,800 including VAT), with an option to increase the contract value by up to £14,000 excluding VAT (£16,800 including VAT). The expected contract period is 1 December 2026 to 31 May 2029, with an option to extend by up to two years, potentially to 31 May 2031. Electronic submission will be allowed. The requirement is one lot and is marked suitable for SMEs.

This will suit manufacturers, specialist suppliers and service providers of hydrogen peroxide vapour or similar healthcare decontamination systems, including firms able to provide equipment, consumables and lifecycle support as one service. The expected system must be portable, operate rooms from 5 to 225 cubic metres, control cycles externally, measure temperature and humidity, store cycle data, complete closed-loop aeration and include independent leak detection and final safety monitoring. Suppliers should be able to provide hydrogen peroxide consumables with at least a six-month shelf life, comprehensive user training, cycle-development support, commissioning, technical support, breakdown labour and rapid on-site response. The equipment is expected to comply with BS EN 17272:2020+A1:2025 and include at least two years of OEM-compliant servicing and preventative maintenance.

UKHSA recently conducted preliminary market engagement in respect of a Hydrogen Peroxide Generator for use in the Biosafety, Air and Water Microbiology Group at Porton Down. For further details please see the Preliminary Market Engagement Notice identifier 2026/S 000-064485 published on 09 July 2026. Hydrogen Peroxide Generator - Find a Tender The market engagement stage has now ended and the UKHSA intends to proceed with a below threshold open procedure. The UKHSA is responsible for planning, preventing and responding to external health threats, and providing intellectual, scientific and operational leadership at national and local level, as well as on the global stage. UKHSA ensures the nation can respond quickly and at greater scale to deal with pandemics and future threats. It does this through advocacy, partnerships, world-class science, knowledge and intelligence, and the delivery of specialist public health services. UKHSA is an operationally autonomous executive agency of the United Kingdom Department of Health and Social Care (DHSC). The UKHSA has a requirement a hydrogen peroxide generator, for the decontamination of interior room surfaces and equipment. The system will support forthcoming research activities within a model (mock) healthcare environment at its Porton Down site. The UKHSA intends to proceed with an open procedure to procure the equipment and associated services and this notice is to provide notification of the forthcoming invitation to tender. The specification is currently being prepared however is expected to include a hydrogen peroxide generator which is/has: * A standalone unit capable of being easily transported and designed to minimise any possible exposure of staff to the sterilant. * Capable of decontamination of rooms with volumes ranging from 5 to 225 m3. * Controllable from outside of the room being decontaminated. * Capable of measuring and recording the environmental conditions in the room (e.g. temperature and humidity). * Capable of data storage to provide a record of the cycle and parameters obtained. * A simple closed loop cycle including an aeration step to ensure all vapours are removed by the end of the process. * Circulation and aeration units as required by the technology. * An independent hydrogen peroxide monitor for leak detection and final safety check for safe entry to room after cycle completion. * Capability for users to modify the cycles. * Availability of hydrogen peroxide consumable for purchase in containers and volumes that can be used with the generator. Hydrogen peroxide consumables must have a shelf life of at least six (6) months from the date of delivery when ordered from the Supplier. * Capable of monitoring and recording the hydrogen peroxide concentration within the room being decontaminated. * Suitable for use in healthcare settings in the UK. * Compliant with BS EN 17272:2020+A1:2025. The equipment must be supplied inclusive of: * Delivery to UKHSA premises at Porton Down. * Commissioning of the equipment. * Comprehensive training, on the safe use of the equipment and cycle development, to UKHSA nominated staff. * Technical support for UKHSA staff for the duration of the Contract. * Routine servicing, in accordance with the regime set out by the original equipment manufacturer (OEM), for a minimum of two (2) years from the date of delivery (or commissioning if later) to UKHSA. Servicing to include all preventative maintenance and replacement of parts where such replacement is set out in OEM's servicing regime. * Technical support for the duration of the Contract. To include breakdown labour costs and rapid on-site response where required. * Manufacturer's warranty. The UKHSA is conducting a Preliminary Market Engagement (PME) exercise to assess the market and identify supplier(s) who have the capability to deliver the requirement. A scope of requirements is currently being prepared however, prior to initiating any procurement exercise, UKHSA wishes to engage the market to better understand both the level of capability to deliver the requirements and the level of interest to supply. Responses will then be used to inform the most appropriate potential route to market which has yet to be determined. This is not a call for competition but a preliminary market engagement exercise to gain insight into the market and to identify any potential challenges which will inform the procurement approach ahead of a possible Invitation to Tender (ITT) for the goods. UKHSA aims to ensure any subsequent ITT is best aligned with current market capabilities and capacity. The number and quality of responses to this PME may impact on UKHSA’s decision whether or not to proceed with a competitive procurement. Please note this PME is for information-gathering purposes only and does not form part of the formal procurement process. Neither does it constitute a commitment, implied or otherwise, that the UKHSA will take procurement action in this matter. Further, the UKHSA will not be responsible for any costs incurred in the preparation and submission of any response(s).
