Summary of the contracting process

Wokingham Borough Council is seeking a provider for accommodation-based support for care leavers and vulnerable young people aged 16 to 21 in Wokingham. This is a health and social work service (CPV 85000000) combining safe, high-quality accommodation with flexible, needs-led support. The service is intended for children in care and care leavers, helping them develop the skills, confidence and resilience needed for adulthood and independent living. Delivery should promote safety, wellbeing, independence, positive relationships and engagement with education, employment and training. The provider will work with young people, the Council and relevant agencies, supporting sustainable accommodation and positive outcomes as young people transition into adulthood.

The procurement has reached tender: the Council invited offers through an open procedure. Bids were due by 24 September 2026 at 16:00 UK time, and the award decision was due by 20 November 2026. The contract is scheduled to run from 1 April 2027 to 31 March 2030, with renewal provision allowing it to continue until 31 March 2032. The estimated contract value is £3,720,000 including VAT. There is one lot. Evaluation is weighted 70% quality and 30% price. Electronic submission is allowed, and bids must be submitted in English through the Council’s online procurement system.

This opportunity suits organisations that can provide or manage suitable accommodation alongside structured support for vulnerable 16-to-21-year-olds. Relevant providers will need to demonstrate the ability to deliver personalised, needs-led support that promotes safety, wellbeing, independence and positive relationships. The service also requires practical capability in helping young people engage with education, employment and training, develop resilience and move towards sustainable accommodation. Providers should be able to work constructively with young people, the Council and other agencies, while contributing to corporate parenting responsibilities and delivering stable, positive outcomes during the transition to adulthood. It is likely to suit established supported accommodation, social care or youth support providers with appropriate operational capacity.
