Summary of the contracting process

The Engineering Construction Industry Training Board is procuring education and training services for its 2027 Scholarships Programme in England. The work is divided across London and the Bridgwater area in South West England. Lot 1 covers a two-year Level 3 Design and Draughting programme in London. Lot 2 covers a one-year Level 2 Pipefitting programme in the Bridgwater area. Lot 3 covers a one-year Level 2 Welding programme in the Bridgwater area. The services are intended to deliver the skills and knowledge required by scholarship cohorts, with detailed pathway, discipline and cohort requirements set out in the relevant specifications and procurement documents. Businesses can bid for one, several or all three lots. The procurement is categorised as education and training services.

The buyer has reached the tender stage and has invited offers through a below-threshold open competition. Enquiries must be submitted by 11 September 2026 at 23:59, and tender offers must be emailed to procurement@ecitb.org.uk by 16 September 2026 at 23:59. Electronic submission is allowed; there is no e-procurement portal. Lot 1 is valued at £61,883 gross and runs from 1 January 2027 to 31 July 2029. Lot 2 is valued at £194,000 gross and runs from 1 January 2027 to 31 July 2028. Lot 3 is valued at £175,000 gross and runs over the same period as Lot 2. Each lot uses mandatory pass/fail requirements, followed by technical evaluation weighted at 80% and price at 20%.

This opportunity suits organisations that can design and deliver structured vocational training in engineering construction disciplines. Relevant providers may include further education institutions, specialist technical training organisations and established apprenticeship or scholarship delivery partners with the teaching, workshop and assessment capability needed for design and draughting, pipefitting or welding pathways. The procurement pack includes separate specifications, cohort requirements by discipline and a schedule of prices, so bidders should be able to respond to detailed programme requirements and price individual delivery models. Bidders can target one discipline or combine several lots, allowing providers to compete at a suitable scale. Lot 1 is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Participation is reserved for organisations located in the United Kingdom.

Planning Information

How to get involved As part of our commitment to open, transparent and effective procurement, we are inviting interested organisations to engage with us ahead of the formal tender process. This early engagement provides an opportunity for suppliers to gain an understanding of our future requirements, ask questions, and help us ensure that our procurement approach reflects current market capability and innovation. Please note this is not a call for competition at this stage. We encourage all organisations with relevant experience and capability to express their interest and participate in our forthcoming Pre-Market Engagement (PME) Webinar on the 23 July 2026 @ 11:00. During the session we will: • Who the ECITB are, our strategic objectives and anticipated service requirements. • Provide an overview of the proposed procurement timetable and approach. • Outline the expected scope of the contract(s) including Regions, disciplines, and optimal funding models. • Invite feedback and questions from the supplier market to help inform the final procurement documentation and timetable. Participation in this pre-market engagement is entirely voluntary and is intended solely to inform both ECITB and potential suppliers. It does not form part of any formal procurement process, will not be evaluated, and will not provide any supplier with an advantage in any subsequent tender exercise. Following completion of the pre-market engagement, ECITB intends to publish the formal procurement opportunities via Find a Tender Service, where all interested suppliers will have an equal opportunity to compete. We welcome engagement from organisations of all sizes and look forward to working collaboratively with the market to deliver successful and impactful Scholarships Programmes in 2027. Further information, including details of how to register for the PME webinar and access supporting information, can be found within this notice. We encourage suppliers to register their interest via the Webinar link to receive updates and further communications relating to the Webinar.
