                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The contract provides broad provisions for the parities to vary the contract, to reduce or add additional services (including reducing or adding to the contract value). These includes where any developments, efficiencies and improvements are identified within the Services during the term of the contract to ensure continuity of the service delivery. The Council has identified the following need for modification of the contract to ensure continuity of the delivery of the services under the contract (a) economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor. (d ) need to support additional activity in line with national and local ambitions on smoking cessation. (c) the modification does not render the contract materially different in character and the modification does not change the value of the contract."
