Summary of the contracting process

Trafford Council, based in Manchester, is currently in the planning stages of a tendering process for the "Commissioned Homelessness Services Younger Persons Supported Accommodation." This initiative falls under the industry categories of housing and social work services with accommodation. The procurement aims to provide and improve supported accommodation services for young individuals aged 16-25 who are homeless or at risk of homelessness. The initial contract is expected to start on 1st April 2027 and will run for three years with a possibility of renewal. The Council is actively engaging in soft market testing to gather insights from potential suppliers. Interested businesses must complete the necessary forms and submit them via The Chest by 3rd August 2026. The subsequent tender process is anticipated to progress in October 2026, with supplier documentation due by December 2026 and results announced in January 2026.

This tender represents a significant opportunity for businesses specialising in housing and social work services, particularly those with experience in working with vulnerable young populations. It is well-suited for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) aiming to expand their service offerings in the Greater Manchester area. The procurement process encourages innovation and partnerships to enhance service delivery, focusing on early intervention, prevention, and helping young people transition to sustainable futures through education and employment support. As a participant in the soft market engagement, businesses can influence the shaping of the tender specifications and potentially form partnerships to strengthen their bid for future procurement opportunities.

The Council is looking to award a contract commencing 1st April 2027. It is further envisaged that the initial contract would be for a period of 3 years. During the Soft Market Test, we would like to gauge the level of interest.
