Summary of the contracting process

arc21 procured waste management services for mixed dry recyclable material collected by Newry, Mourne and Down District Council. The requirement covers receiving and bulking the recyclables, storing them where necessary, and transferring them to a nominated Material Recovery Facility. The contractor may also handle other waste streams or changes in the segregation of mixed dry recyclables, together with ad hoc loads used as contingency arrangements for the relevant member council. The service includes collating data and reporting performance under the contract. This is a public-sector recycling and waste logistics requirement, classified under refuse and waste-related services. Delivery is subject to a specific geographical constraint determined by the council’s operational requirements. The procurement is managed by arc21 for its participating council requirements.

The procurement is complete and one lot was awarded to Natural World Products Limited on 28 August 2026; the award was recorded as pending, with the standstill period ending on 9 September 2026 and signature scheduled by 10 September 2026. The award value is £750,081 excluding VAT and £900,097 including VAT. The wider lot estimate was £1,250,000 excluding VAT and £1,500,000 including VAT. The award contract period is 1 October 2026 to 30 September 2028, with options potentially extending it to 30 September 2032. The open procedure was evaluated 70% on financial criteria and 30% on technical quality. Economic and technical selection criteria applied. Two tenders were received, both from SMEs. Electronic submission was allowed in English.

This award shows a defined requirement for regional recycling and waste logistics capability: receiving and bulking mixed dry recyclables, storage, transfer to a nominated recovery facility, and management of occasional or changing waste streams. A credible competitor would need suitable operational arrangements for geographically constrained deliveries, reliable handling capacity, and the ability to provide contingency loads when council requirements change. Strong performance reporting and data management are important because the contractor must collate contract information and report performance. The requirement was suitable for SMEs, and both final-stage bidders were SMEs, indicating that participation does not depend solely on large corporate scale. Businesses with relevant recycling infrastructure, transfer and logistics experience, and robust technical and financial evidence would be well placed when this buyer next tests the same requirement.

Notice Title

Provision of services for the receipt, storage and transfer of mixed dry recyclable material

Notice Description

The Authority invited tenders for the provision of services primarily for the receipt and bulking of mixed dry recyclables that have been collected by Newry, Mourne and Down District Council prior to bulking and transfer to a nominated Material Recovery Facility. Due to the nature of the Relevant Member Councils requirements, there is a specific geographical constraint which defines the location of the Delivery Point to which the mixed dry recyclables are to be delivered for this Contract. Over the Term, there is the possibility but no guarantee, that other material waste streams may also be included/removed within the scope of the Contract and/or the nature and degree of segregation of the mixed dry recyclables may change. In addition, the Authority may also use this contract for other ad hoc loads, which may be utilised, as a contingency arrangement for the Relevant Member Council for other waste streams. The appointed Contractor will also be responsible for collating and reporting date and reporting performance relevant to the Contract.
