Summary of the contracting process

The London Borough of Barking and Dagenham is conducting a preliminary market engagement for their "Market Engagement - Integrated Care Model for Children and Young People (Children's Homes)" project. This involves the health and social work services industry, with specific focus on children's homes for those with severe, complex behavioural and mental health needs. The process is at the planning stage with a virtual engagement event scheduled for 30th July 2026 from 11 to 12 noon, and interested providers are encouraged to register their interest by 12 noon on 29th July 2026. The borough is looking to understand market capabilities and potential contracting models, with discussions centred around creating local capacity for children's care. The engagement is intended for the region of UKI, United Kingdom, and does not yet constitute a formal procurement process.

This tender offers a significant opportunity for businesses specialising in children's residential care services, particularly those with experience in handling complex behavioural and mental health needs. Providers with the right regulatory registrations, specialised expertise, and facilities are well-suited for collaboration. With the borough exploring innovative care models and strategic partnerships, small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) can find opportunities for business growth, especially if they can contribute to developing a local care estate aimed at keeping children closer to home. The potential contract period is set from 1st November 2026 to 31st October 2027, with an expected budget value of up to GBP 360,000.

Notice Description

The London Borough of Barking and Dagenham are seeking to engage with providers of children's homes to inform future commissioning arrangements for children with severe, complex behavioural needs and/or significant mental health needs. The Council will ensure that any future procurement is conducted in accordance with the Procurement Act 2023 and applicable regulations.
