Summary of the contracting process

Natural Resources Wales bought forestry planting stock through its supplementary plant supply framework mini-competition. The requirement covered four supply areas: broadleaves supplied as bare-root plants, broadleaves supplied in cell-grown form, conifers supplied as bare-root plants, and conifers supplied in cell-grown form. This award shows established demand from Natural Resources Wales for substantial supplies of both broadleaf and conifer planting stock, in bare-root and cell-grown formats. A credible future competitor would need reliable nursery production, the ability to supply the required plant formats and species groups, and sufficient capacity to meet framework call-off requirements across Wales. The outcome also shows that the buyer uses a competitive mini-competition under a framework and is willing to appoint more than one supplier for a requirement. Suppliers may therefore need to demonstrate dependable production and distribution arrangements, quality control, forestry-sector experience and the operational resilience to support multi-year public-sector supply. Both specialist nurseries and larger forestry businesses are represented among the successful suppliers.
