Summary of the contracting process

The public procurement contracting process involves NHS Health Checks, managed by Lincolnshire County Council, specifically for the Navenby Practice Code Area. This procurement falls under the Health and social work services category, with a focus on providing risk assessment, risk awareness, and risk management services as part of the NHS Health Check programme. This is an intention to award notice for the NHS Health Check service under the Health Care Services (Provider Selection Regime) Regulations 2023. The process commenced on 13th July 2026, and the awarding of the contract is pending, subject to final confirmations with an 8-day standstill period ending on 22nd July 2026. The procurement method was limited, using a direct award procedure without prior publication of a call for competition, indicating an award outside the directive's ambit. The total contract value is £130,925.20, awarded to The Welby Group, operating as a supplier in the Navenby region, UKF3.

This tender represents substantial opportunities for business growth in the health services sector, particularly for small to medium enterprises (SMEs) like The Welby Group. The contract requires providers to deliver NHS Health Checks to an annual target population, offering incremental bonuses based on performance. Businesses with capabilities in health risk management, patient education, and community health service delivery are well-suited to compete in this procurement environment. The focus on quality, innovation, accessibility, and reducing health inequalities represents additional areas where capable businesses can leverage their strengths for contract fulfilment, making it an attractive proposition for companies aiming to expand their service offerings in public healthcare provision.

Any representations relating to the Intention to award must be received by midnight on 22/07/2026 as per the requirements of the Health Care Services (Provider Selection Regime) Regulation 2023. Those who complete the Health Check and are found to have a 20% or higher risk of getting cardiovascular disease over the next 10 years will move onto the high-risk register and will then be ineligible for the NHS Health Check. The total eligible Lincolnshire population for the NHS Health Check Programme is currently 245,950. Each eligible individual is expected to be invited to receive an NHS Health Check once in every 5 year period, resulting in an annual invitation target of 49,190, or 4,099 per month. Each contracted party equally has an annual and monthly invitation target based on their patient population. Providers are currently paid according to activity, with a set cost per invite and per completed health check. There are also annual bonus payments available where Providers invite over 80% of their eligible target population each year and complete checks with incremental additional payments dependent on the proportion of checks completed to incentivise delivery. The award decision maker will be: Executive Director of Adult Care and Community Wellbeing This notice begins the 8 working day standstill period.
