Summary of the contracting process

Burnley Borough Council procured construction works for a new car park at Prairie Sports Village in Burnley. The requirement covers creating the car park in accordance with the specification and bill of quantities, including the resources and site capacity needed to deliver the works. The contractor is also responsible for secure and safe segregation between the construction area and occupied units or other public areas, followed by post-construction cleaning. This is a local-authority construction opportunity rather than a supply-only contract. The procurement is classified as car park building construction work (CPV 45213312), with delivery in Burnley, Lancashire. The buyer is Burnley Borough Council, a sub-central public authority.

The procurement is complete and has been awarded following a below-threshold open competition. It was one lot, suitable for SMEs, evaluated 70% on contract price and 30% on quality. The tender deadline was 21 August 2026 at 12 noon, after an enquiry deadline of 29 July 2026 at 12 noon. The estimated value was £275,000 excluding VAT and £330,000 including VAT. Twenty-three bids were received, with 21 reaching the final stage, all from SMEs. The contract was awarded on 24 August 2026 to A & G Landscapes & Groundworks Ltd for £211,311.87 excluding VAT and £253,574.24 including VAT. It was signed on 25 August 2026, runs from 7 September to 9 October 2026, and may be extended to 9 November 2026 for reasons such as inclement weather.

This requirement demonstrates demand from Burnley Borough Council for small-to-medium construction contractors able to deliver car park and associated groundwork projects for local-authority clients. A credible future supplier would need sufficient resources and capacity for a short, concentrated construction programme, together with relevant experience working for councils or comparable public-sector organisations. It would also need to manage safe segregation from public areas and occupied units, maintain site security, complete post-construction cleaning and follow a detailed specification and bill of quantities. The award attracted strong competition, including substantial SME participation, so businesses targeting similar work would need a competitive pricing approach backed by clear evidence of quality, delivery control, health and safety management and reliable completion of ancillary site obligations.
