Summary of the contracting process

The University of Kent has completed the procurement process for a project titled "HESA Data Futures," which falls under the services category, specifically concerning systems and technical consultancy services. Located in Canterbury, United Kingdom, this procurement was initiated to provide temporary backfill within the KentVision Development team to support the HESA Student Record Return project. This contract was awarded on 8th July 2026 to STHREE PARTNERSHIP LLP through a direct procurement method, with an expected contract period from 20th July to 6th October 2026. The process was completed below the competition threshold, indicating a specific and potentially urgent requirement for expertise within the existing team.

This tender presents significant business opportunities, particularly for companies that specialise in technical consultancy services related to system development and support. Businesses with the capacity to offer full-time, or similarly agreed, resources to fulfil temporary gaps would find this contract suitable for growth. Large-scale suppliers, like the chosen STHREE PARTNERSHIP LLP, with experience in handling critical IT development projects are well-aligned to compete for such contracts. Additionally, the clear alignment with educational data management offers a niche for firms with experience in similar educational technology implementations.

Notice Title

Project: HESA Data Futures

Notice Description

Provision of an experienced KentVision developer to provide temporary backfill within the Kent Vision Development team. This resource will undertake BAU development and support activities, enabling existing specialist KentVision development resource with knowledge of the HESA Student Record Return solution to be redeployed to deliver project-critical development required for the 2026 HESA Student Record Return. This requirement supports delivery of an approved business case. The objective is to maintain delivery across both the HESA Student Record Return project and the wider KentVision development portfolio. Expected outputs include: * Provision of development capacity within the KentVision Development team. * Release of internal specialist developers to focus on HESA delivery. * Continued delivery of BAU and change requests without unacceptable degradation of service. * Reduction of delivery risk to both the HESA programme and wider university initiatives. The engagement is expected to commence as soon as procurement and onboarding are complete and continue for approximately 3 months, in line with the approved business case assumptions. The engagement is expected to be full-time (or equivalent agreed capacity) during this period.
