Manchester City Council is procuring a city-wide Early Help for Adults Navigator Service: social work and support services for adults experiencing multiple disadvantage. The provider will offer intensive, personalised support to help people address difficulties before they become crises, improve their wellbeing and build independence and resilience. The Council invited bids through an open procedure. The procurement has reached tender, following earlier market engagement, and is for one lot. The contract is planned to run from 1 July 2027 to 1 July 2031, with an option to extend for a further two years, to 30 June 2033. The estimated value is £5,152,854 excluding VAT (£6,183,425 including VAT). Bidders may submit clarification questions by 11am on 11 November 2026; completed tenders are due by 11am on 23 November 2026. The intended award decision date is 8 February 2027. Beyond individual support, the service plays a key role in driving wider system change across Manchester.
