Summary of the contracting process

The procurement process initiated by Network Rail Infrastructure Limited, a central government public authority, is currently in the planning stage. The tender, titled "Eastern Region Sustainability Framework," is focused on the services industry category, specifically aimed at providing sustainability services across railway infrastructure, projects, and operations in London's Eastern Region. The preliminary market engagement was published on 14th July 2026, with a scheduled deadline for response by 28th July 2026. The procurement process invites feedback through a preliminary market engagement document, which potential suppliers can access via Network Rail's Bravo portal. This framework will likely be divided into four lots: Energy & Carbon, Environmental Management, Ecology & Biodiversity, and Social Value & Community, with the anticipated start of the contract period on 31st July 2027.

This tender presents significant opportunities for businesses specialising in environmental services, consultancy, and sustainability solutions, particularly those that are SMEs or VCSEs. The framework's structure allows for scalable access to various sustainability expertise, offering growth chances in delivering advisory, technical support, and project execution. With an estimated contract value of £9 million, businesses adept in environmental issues, protection, and monitoring can leverage this opportunity by registering with RISQS and contributing their insights to help shape the tender's structure. This engagement phase is crucial for businesses to engage with Network Rail and inform potential tender offerings in future competitive procurement processes.
