Summary of the contracting process

Conwy County Borough Council is procuring a Housing First service, which it will commission directly for the first time after the service was previously delivered through a joint arrangement with Denbighshire. Housing First provides housing-related support and associated social and community services for people who need a stable home and sustained support. The service is intended to reflect the Well-being of Future Generations (Wales) Act 2015, including long-term planning, prevention, integration, collaboration and involvement of people who use services. The work is for the Conwy County Borough area in Wales. It is a public service opportunity in the light-touch social care and housing services category, rather than a supply, construction or conventional facilities-management contract.

The procurement has reached tender: the council invited offers through an open procedure. It is a single-lot service contract. Enquiries had to be submitted by 5 August 2026 at 12:00, and tender submissions were due electronically through the Sell2Wales portal by 27 August 2026 at 00:00; email and post were not accepted. The initial contract period is 1 October 2026 to 30 September 2029, with an option to extend by up to 24 months, potentially to 30 September 2031. The estimated value is £1,115,465.50 including applicable taxes. Evaluation is weighted 75% quality and 25% price. The tender is above the relevant threshold and follows Welsh devolved procurement regulations. An award decision was due by 14 September 2026 at 23:59.

This opportunity suits organisations that deliver Housing First, supported housing, homelessness services, social work or related community support. The council states that bidders must demonstrate relevant experience and the technical and professional ability to deliver the service, with detailed conditions set out in the tender documents and Instructions to Tenderers. Suppliers will need to show they can provide sustained, person-centred support in meaningful partnership with people using the service, while working across housing and wider support needs. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It may suit an experienced specialist provider, a housing or homelessness organisation, or a capable partnership combining housing management, support and community-service expertise. Providers should also be prepared to manage recruitment, retention, demand and funding-related delivery risks.

Notice Description

For the first time Conwy County Borough Council will be commissioning its own Housing First service. Until now, this has been delivered by Denbighshire in a joint working exercise. The Housing First project will be in line with The Well-being of Future Generations (Wales) Act 2015 which recognises the 5 ways of working; thinking for the long term, prevention, integration, collaboration, and involvement. The Act ensures that services which are designed are delivered in meaningful partnership with those who need them.
