Summary of the contracting process

Greater Manchester Combined Authority sought a provider to facilitate its Faith and Belief Advisory Panel. The service supports Greater Manchester’s Equality Panels, which advise, support and challenge political leaders and policy-makers on discrimination, disadvantage, injustice and inequality. The panel is intended to provide insight into the area’s diverse faith and belief communities, help public bodies engage with those communities, communicate key messages through trusted sources, and co-design policies, programmes and strategies. It also supports an asset-based approach by identifying opportunities and challenges for collaboration that build on community resources and strengths. This is a public service consultancy requirement, classified under research and development and related consultancy services, delivered across Greater Manchester.

The procurement reached tender through an open procedure, inviting electronic offers in English. The enquiry deadline was 29 July 2026 at 23:59 and the tender submission deadline was 17 August 2026 at 23:59. The contract was planned to run from 1 November 2026 to 31 October 2027, with two optional 12-month renewals extending the maximum period to 31 October 2029. Its estimated value was £174,576 excluding VAT (£209,491 including VAT). The single lot was to be evaluated entirely on the quality of answers to the tender questions. The procurement was subsequently cancelled, with the award recorded as cancelled on 1 September 2026 because there were no compliant bids.

This opportunity suited organisations able to facilitate structured engagement between a public authority and faith and belief communities across Greater Manchester. Relevant suppliers would need to understand equality, discrimination, disadvantage and inclusion, and be able to draw reliable insight from diverse communities. The work called for skilled facilitation, trusted communication and the ability to support constructive challenge of political leaders and policy-makers. Strong candidates would also be able to convene partners, co-design policies and programmes with communities, and identify practical opportunities for collaboration using existing community strengths and resources. The requirement was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist consultancies and community-led organisations.
