Summary of the contracting process

Gloucestershire County Council intends to procure an Expert by Experience-led quality assurance service for health and social care services across the whole adult market in Gloucestershire. The service will operate in line with Gloucestershire’s Quality Assurance Framework and is intended to support assurance of services delivered throughout the county. This is a health and social work services requirement, covering work with adult health and social care providers rather than the supply of goods or construction. The buyer is Gloucestershire County Council, based in Gloucester. The scope is organised as a single service requirement, with delivery across Gloucestershire. Suppliers with experience of involving people with lived experience in quality assurance, reviewing adult care services and working with health and social care providers should consider this procurement relevant.

The Council expects the contract to run from 1 April 2027 to 31 March 2030, with a possible extension or renewal taking the maximum period to 31 March 2032. The planned service should suit organisations able to design and deliver Expert by Experience-led quality assurance across adult health and social care. Suppliers should be able to apply a structured quality assurance approach across a broad adult services market and align their work with Gloucestershire’s Quality Assurance Framework. The Council has indicated that the requirement is suitable for SMEs and VCSEs, so smaller specialist providers and community-led organisations may be well placed to contribute, either independently or through partnerships.
