Summary of the contracting process

Neath Port Talbot County Borough Council is procuring a conservation architect-led multidisciplinary design team for the National Lottery Heritage Fund project Reimagining Margam Castle. The commission covers conservation architecture, mechanical and electrical engineering, and structural and civil engineering. The work supports development of a Round 2 funding application and the wider regeneration of Margam Castle, a complex heritage setting. Delivery is at Margam Castle in Neath Port Talbot, Wales. This is a specialist architectural, construction and engineering consultancy service, including architectural design services and engineering support. The project is part of the development phase of a National Lottery Heritage Fund-backed scheme.

This opportunity suits an established multidisciplinary consultancy able to provide a conservation architect-led team across architecture, mechanical and electrical engineering, and structural and civil engineering. The lead organisation must be capable of taking responsibility as lead consultant, lead designer and principal designer under CDM. Applicants need industry-standard qualifications and conservation accreditation such as AABC, RIBA SCA or an equivalent, together with experience in large, complex heritage settings. Strong knowledge of the requirements for Scheduled Monuments and Listed Buildings is essential. Experience of working in Wales would be advantageous. Bidders should be prepared to demonstrate relevant contract examples, a credible team and service-delivery approach, risk management, social value and the capacity to support a long-term heritage development programme.

Following a successful Round 1 application to The National Lottery Heritage Fund (NLHF), funding has been secured for the 'Development' phase of Reimagining Margam Castle. This project runs until February 2028. Funding has been granted for specialist consultancies and resources to develop a Round 2 application to NLHF, if successful this will unlock the full grant. Neath Port Talbot County Borough Council invites Tenders from suitably qualified and experienced organisations to provide a conservation architect-led Multidisciplinary Design Team including the following disciplines: conservation architecture, mechanical and electrical engineering, and structural and civil engineering. The appointed consultant will be the lead consultant, lead designer and principal designer (CDM) for The National Lottery Heritage Fund (NLHF) project Reimagining Margam Castle. The successful bidder will have industry standard qualifications and be conservation accredited (AABC, RIBA SCA or equivalent) with experience of working within a large, complex heritage setting, and have an in-depth understanding of the requirements regarding Scheduled Monuments and Listed Buildings, ideally with experience working in Wales.
