Summary of the contracting process

Neath Port Talbot County Borough Council is procuring quantity surveyor consultancy services for the development phase of the National Lottery Heritage Fund project Reimagining Margam Castle. The commission supports development of a Round 2 funding application and the project’s conservation, refurbishment and exhibition proposals for Margam Castle, a listed building. The work is classified as quantity surveying services (CPV 71324000) and will be delivered in the Neath Port Talbot area of Wales. The Council is seeking an organisation with relevant experience of major heritage projects funded by the National Lottery Heritage Fund, particularly projects involving listed buildings, conservation and refurbishment, and exhibitions.

The process has reached tender: the Council invited offers through an open procedure. There is one lot, with an estimated value of £220,000 excluding VAT (£264,000 including VAT). Enquiries were due by 1 September 2026 at 12:00, and tenders are due electronically by 15 September 2026 at 12:00 through etenderwales. The contract is scheduled to run from 8 December 2026 to 31 March 2032, with the award decision due by 10 November 2026 at 23:59. Evaluation is based on 70% quality and 30% price. Quality covers experience and contract examples, service delivery by team members, the proposed specification approach, risk, and social value. The tender permits submissions in English or Welsh.

This opportunity suits quantity surveying consultancies and specialist built-environment practices with experience in major heritage projects funded by the National Lottery Heritage Fund. Strong candidates will be able to demonstrate work on listed buildings and the commercial and technical demands of conservation, refurbishment and exhibition projects. The evaluation places particular emphasis on the proposed approach to service delivery and specification, alongside relevant experience and contract examples, so suppliers should have credible project methods and suitably experienced team members. The requirement is identified as suitable for small and medium-sized enterprises. Suppliers will also need to address project risk and social value, and submit a fixed lump-sum fee proposal. The work is suited to organisations able to support a long development programme through the funding-application and heritage-project planning stages.
