Summary of the contracting process

Lancashire County Council intends to establish a multi-supplier framework for technical testing of highway materials, supporting construction and maintenance of the Authority’s highway network. The services cover laboratory testing, on-site testing, and combined laboratory and on-site testing for street works related to the Department for Transport’s New Roads and Street Works Act requirements. A further lot will cover bespoke testing requirements that may fall outside the other services. The work will be delivered in Lancashire. This is a services procurement for highway materials testing, including the provision of testing facilities, equipment and site-based testing capability. The framework is divided into four service areas, allowing suppliers to focus on laboratory work, site testing, statutory street works testing, bespoke requirements, or a combination of these areas.

This procurement is at the planning stage: the council has announced its intention to procure and has not yet invited tenders. It expects to use an open procedure to establish a framework agreement with multiple suppliers. The estimated total value is £1,000,000 excluding VAT, or £1,200,000 including VAT. Each lot uses the same evaluation: price 70%, quality 20% and social value 10%.
