Caerphilly County Borough Council is procuring a Housing Related Support Assertive Outreach Service for people sleeping rough in the Caerphilly County Borough area. This is a community and social support service, covering outreach and practical assistance to help people secure and maintain accommodation, maximise income, build confidence and skills, and access training and employment opportunities. The service is intended to prevent problems early, support independence and reduce pressure on health, social care and criminal justice services. It should respond to people with varied needs, including homelessness, mental ill health, learning disabilities, substance misuse, criminal justice involvement and experience of abuse. The support should be enabling and tapered as people become more independent, while delivering the outcomes expected under the Housing Support Grant.

The procurement has reached tender: the council invited offers through an open procedure. It is a single-lot services contract, with electronic submission allowed in English or Welsh. Notice Description

Caerphilly County Borough Council (the "Authority") is seeking to procure a Contract for Assertive Outreach Service for Rough Sleepers. The specification is outcomes based, and the Service Provider is expected to offer an innovative and creative solution to meet support needs, ensuring all possible outcomes are achieved as a priority whilst also seeking value for money, providing for the following packages of support. Service Providers must offer efficient savings over a long period of time, ensuring that as people become more independent and require less support, the packages of support are tapered down to reflect this. The Authority is seeking to appoint a suitable Service Provider to deliver a Housing Related Support (HRS) Assertive Outreach Service to Rough Sleepers. The Housing Support Grant provides housing-related support to help vulnerable people to live as independently as possible within their own homes, specialist housing or sheltered housing. The program delivers a pro-active approach, aiming to prevent problems in the first instance by providing help as early as possible to reduce demand from other services such as Health and Social Services. It helps to build sustainable communities and complements support provided by Health, Social Care or criminal justice services. It's strong prevention and early intervention approach reflects the objectives of Housing (Wales) Act and the wider Welsh Government legislative agenda. The programme supports people from a range of categories. These include single people, people who are homeless, those with mental ill health, learning disabilities, substance misuse, those who have been through the criminal justice system, people experiencing abuse, families, young and older people who are vulnerable. The services are enabling and aim to develop a person's independence as opposed to establishing a long-term dependency e.g. 'doing with' as apposed to 'doing for'. Help for individuals includes support to secure and maintain their home, helping to maximise people's income, improve their confidence and skills, and enable them to engage with wider programmes to access training and job opportunities. Support is provided based on need and people are at the heart of the programme. There are also strong links between the aims of the Social Services Act around wellbeing and the households supported via the Housing Support Grant. Housing Support Grant outcomes have been designed to provide information around the effectiveness of the programme by showing if we are helping those who access support to meet their needs. This notice is to commence market engagement prior to going to tender to understand services available to the Council.
