Summary of the contracting process

This procurement process is initiated by Oxford City Council, focusing on a project titled "Assessment of Future Oxford City Centre Footfall And Movement Patterns To 2045." The project falls under the services industry category, specifically transport systems consultancy, urban planning, and survey services. The contract, held at a sub-central government level, is located in Oxford, United Kingdom (UKJ14), with the contract period from 15th July 2026 to 15th September 2026, with a possible extension until 15th November 2026. This tender has progressed to the award and contract stage, with the contract signed on 10th July 2026, and the main procurement method used was limited competition, below threshold levels.

This tender provides significant opportunities for growth in the consultancy services sector, particularly suited for companies specialising in urban planning and transport consultancy due to the nature of the project. Businesses that can deliver comprehensive and evidence-based insights into urban movement patterns and public realm dynamics will find this project aligned with their expertise. The project requires delivering accurate forecasts and in-depth analysis, making it ideal for larger scale firms with substantial experience in data usability, stakeholder engagement, and quality deliverables. The successful company, STEER DAVIES & GLEAVE LIMITED, demonstrates the types of capabilities expected to secure similar contracts in the future, especially in projects aimed at supporting municipal development strategies.

Notice Title

Assessment of Future Oxford City Centre Footfall And Movement Patterns To 2045

Notice Description

A clear, evidence-based understanding is needed of how economic growth to 2045 will translate into activity such as footfall demand, movement patterns & corridors, pressure across Oxford City's streets, public realm, interchanges, particularly within the city centre. This commission will develop a robust and accessible evidence base that quantifies the scale, timing, and spatial distribution of growth, assessing how changes in population, employment, visitor activity, bus and rail passenger demand, and other demand drivers may influence movement across public realm, key streets, spaces, and interchanges. The study will identify where demand is likely to concentrate, assess the extent to which existing approaches to movement and access can accommodate projected growth, and identify where pressures or constraints may emerge over time. This evidence will provide the principal analytical foundation for COMPF, creating a consistent and credible evidence base to inform subsequent transport modelling and testing, subsequent scenario development and the preparation of a Public Realm Masterplan for Oxford city centre. The commission is the first of a three-part programme comprising assessment of future city centre footfall movement patterns, transport testing and the development of a City Centre Movement and Public Realm Masterplan for Oxford City.
