Summary of the contracting process

The Department of Health and Social Care, working with NHS England’s Greener NHS team, commissioned research, analysis, pilot and implementation evaluation, and programme support for the Design for Life national programme to reduce and reuse medical technology (MedTech). The work supports the shift towards a circular economy for MedTech. It covers supporting selected product initiatives through investigation, piloting and implementation, and potentially wider national rollout. Initial products were expected to include tourniquets, blood pressure cuffs, theatre caps, sharps bins, non-sterile gloves, couch roll and pulp products. The supplier is to support NHS organisations with pilots and implementation, assess impacts and benefits, and produce evidence, guidance and recommendations. Delivery covers the North East, North West, East and West Midlands, East of England, South East and South West.

The procurement has been awarded to the University of Sussex. The award date was 5 October 2026, for £463,443.32 excluding VAT (£556,132 including VAT). The contract runs from 15 October 2026 to 15 May 2027, with possible extensions up to 14 May 2029. Additional in-scope work may be commissioned subject to approval; it is not guaranteed. The original open procedure had a submission deadline of 2 September 2026, extended by one day. The contract was evaluated on the most advantageous tender using price per quality point, considering expertise and team, delivery method, programme management and mobilisation, governance and risks, reporting, and social value. Payment is by completed milestones.

This award shows demand for a multidisciplinary supplier able to support NHS organisations through MedTech reuse and reduction pilots, then turn findings into evidence and practical guidance. A credible competitor would need strengths in NHS stakeholder engagement and pilot delivery, sustainability and circular-economy practice, MedTech adoption, quality improvement, behavioural insight, health economics, data analysis and reporting. Infection prevention and control, patient safety, equality, patient impact and benefits assessment are also relevant, alongside the ability to produce adoption measures, evaluations, toolkits and implementation recommendations. The scale calls for mobilisation and support of at least 20 NHS Trusts, with capacity to accommodate more by agreement. Small and medium-sized businesses and voluntary, community and social enterprises were considered suitable. Required insurance included employer’s and public liability cover of £5 million each and professional indemnity cover of £2 million.

Notice Description

The Department of Health and Social Care, working jointly with the Greener NHS team in NHS England, is seeking to enter into a contract to provide research, analysis, piloting, implementation evaluation and programme support for the Design for Life National Reuse and Reduce MedTech Products Programme. The programme supports the Government's ambition to deliver a circular economy for MedTech products by 2045. The supplier will support selected circular MedTech product initiatives and associated interventions as they move through investigation, piloting, implementation and, where appropriate, wider national rollout. Scope of the requirement 1. recruit, mobilise, brief and support a minimum of 20 NHS Trusts to participate in pilot and implementation activity for priority circular MedTech products, with the ability to accommodate a higher number where required and agreed with the Authority; 2. provide participating organisations with support throughout the development, running and monitoring of pilots, investigations or implementation activity, including conducting quality improvement assessments and capturing relevant data; 3. undertake quality, equality, patient impact, benefits, sustainability, social value and health economic assessments using appropriate recognised methodologies; 4. carry out behavioural insight and adoption assessment work, including identifying barriers and enablers across clinical, estates, commercial, infection prevention and control, and leadership teams; and 5. develop adoption metrics, evidence reports, evaluations and lessons learned, implementation guidance, toolkits, options appraisals and recommendations to inform future campaigns and potential national rollout. The initial requirement comprises two projects: pilot and implementation evaluation support for selected priority products, and investigation and evidence development for two future priority product areas selected from the areas set out in the specification and agreed with the Authority. The initial products are expected to include tourniquets, blood pressure cuffs, theatre caps, sharps bins, non-sterile gloves, couch roll and pulp products. DHSC sought for the supplier to have multidisciplinary capability across: * NHS stakeholder engagement and pilot support; * sustainability and circular economy; * MedTech / innovative practice adoption; * quality improvement and benefits assessment; * behavioural insight and implementation barriers; * health economics; * data collection, evidence analysis and reporting; * IPC and patient safety input; * development of guidance, toolkits and recommendations.

Lot 1

Options: Additional in-scope activity may be commissioned during the contract term. This means further activity required by the Authority that applies the programme lifecycle, or any part of it, to additional product initiatives. This may include investigation, piloting, implementation support, evaluation, evidence development, reporting, guidance development or national rollout support, provided the activity is directly connected to the Design for Life programme and remains within the overall contract scope, duration and value. No additional work is guaranteed, and any additional activity will only commence where there is a defined requirement and Authority approval.

Renewal: The anticipated contract start date will be following contract award in 2026. The initial contract term is 7 months, during which the initial projects must be completed. The Authority may extend the contract for a further period or periods of up to 24 months, solely for additional in-scope activity.
