Summary of the contracting process

The London Borough of Ealing Council is procuring an oral health programme for delivery in London. The service will work with the council, community group representatives and other stakeholders to identify oral health gaps and opportunities, shape provision around community needs, and complement the existing Community Dental Service. The required work covers oral health promotion, training and workshops, supervised toothbrushing, school fluoride varnish, oral health education, outreach and engagement events, showcase events, and a network of community oral health advocates or leads. It also includes communications and promotional materials, together with oral health resources and packs. This is a public health and dental-related service requirement, classified under dental practice and related services.

The procurement has reached tender: the council invited offers through an accelerated open procedure under the light-touch regime. The enquiry deadline was 22 July 2026 at 12:00, and the tender submission deadline was 31 July 2026 at 12:00. Offers are submitted electronically through Atamis Ealing, in English. The estimated value is £875,000 excluding VAT, or £1,050,000 including VAT. The contract is scheduled to run from 1 October 2026 to 30 September 2029, with one optional two-year renewal extending the maximum period to 30 September 2031. The council expected to complete evaluation and award by 10 September 2026. There is one service package, evaluated entirely on quality.

This opportunity suits dental practices, oral health providers and public health organisations able to deliver practical prevention programmes across schools and communities. Suppliers should be capable of designing and delivering oral health promotion, training and workshops, supervised toothbrushing and school fluoride varnish activity, alongside education, outreach and engagement events. Relevant delivery experience should include working with local authorities, community groups, schools and other stakeholders, identifying unmet need and adapting services around community requirements. Providers also need the organisational capacity to coordinate a broad programme, develop communications and promotional materials, produce oral health resources and packs, and establish a community oral health advocate or leads network. The requirement is quality-led and complements existing community dental provision, so collaborative service design and stakeholder management are important.
