Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, is establishing an all-Wales framework for residential care services for adults aged 18 and over with mental health conditions, learning disabilities, or both. Services may be provided in care homes or care homes with nursing. The framework is for NHS Wales, acting for Aneurin Bevan, Betsi Cadwaladr, Cardiff and Vale, Cwm Taf Morgannwg, Hywel Dda, Powys and Swansea Bay University Health Boards. There are six service categories: mental health; learning disabilities; combined mental health and learning disabilities; and each of these three categories with nursing. Delivery is across Wales. The procurement category is residential health facilities services (CPV 85144000).

The process has reached tender: the buyer invited offers through an open procedure in two stages. Stage 1 requires qualification and technical submissions through PQQ_33886 by 12:00 on 19 August 2026; the commercial pricing pack will be issued through a separate ITT, with access expected around 5 October 2026. The framework is due to run from 1 April 2027 to 31 March 2035. Its estimated annual value is circa £50 million and its stated total value is £537 million, although service volumes and value are not guaranteed. Evaluation covers quality, price, collaboration and sustainability, access and health inequalities, and social responsibility. Stage 1 includes a site audit, with pricing ranked by value. Electronic submissions must be in English.

This opportunity suits registered care-home operators able to deliver specialist residential support for adults with mental health needs, learning disabilities, or both, with or without nursing provision. Applicants must be registered with Care Inspectorate Wales or the Care Quality Commission and demonstrate the required insurance cover and financial standing, including EBIT, acid test ratio and a Dun and Bradstreet number. They must provide appropriately qualified staff, disclose conflicts of interest and hold Cyber Essentials accreditation. Suppliers should be prepared for site audits against relevant standards and service requirements, and to address social responsibility questions covering the Well-being of Future Generations Act, the foundational economy and carbon footprint. The authority considers the framework suitable for consortia, so collaborative bids may suit providers combining complementary capabilities.

Velindre University NHS Trust, in collaboration with the NHS Wales Joint Commissioning Committee, acting on behalf of the NHS Local Health Boards are seeking to establish an all-Wales framework consisting of six (6) Lots for the provision of services to Adults (18+) in Mental Health & Learning Disabilities Care Home / Care Homes with Nursing. The tender is split into the following lots: CMH - Care Home Mental Health CLD - Care Home Learning Disabilities CMHLD - Care Home Mental Health/Learning Disabilities CMH-N - Care Home Mental Health with Nursing CLD-N - Care Home Learning Disabilities with Nursing CMHLD-N - Care Home Mental Health/Learning Disabilities with Nursing No volume or value of the required services is guaranteed. The estimated annual value for the Framework Agreement is circa 50m GBP. The framework will remain open to allow new applicants to apply to join on an annual basis. The framework will commence on the 1st April 2027 and be in place for a period of eight (8) years until the 31st March 2035.
