Summary of the contracting process

Dumfries and Galloway Council intends to procure outreach housing support services for homeless households and individuals threatened with homelessness. The services are social work and related support delivered without accommodation, helping people increase control over their lives, develop independent living skills and sustain their accommodation. Four planned lots cover the Dumfries and Galloway area: adult support for people aged over 25 in the east, covering Nithsdale and Annandale and Eskdale; adult support in the west, covering Stewartry and Wigtownshire; young people’s support for those aged 16 to 25 in the east; and young people’s support in the west. Services are expected to be accessible, impartial and high quality, and must meet the statutory requirements for homelessness housing support services in Scotland.

This is a planned procurement at the intention-to-procure stage; it is not an invitation to tender. The Council expects to publish the next notice on 1 September 2026. The procedure is expected to be a competitive public tender under the applicable public procurement rules, with four geographical and age-group lots. Suppliers may bid for all applicable lots, but the Council states that no supplier will be awarded more than 50% of lots 1 and 2. It anticipates appointing two providers for the eastern adult service and two for the western adult service. Evaluation arrangements and further contractual requirements are expected to be set out in the future contract notice and tender documents.

The procurement will suit established housing support, homelessness and social work providers able to deliver outreach services across Dumfries and Galloway. Relevant organisations will need to support vulnerable adults over 25 and, for the young people’s lots, people aged 16 to 25 who are homeless or at risk of homelessness. Providers should be prepared to offer impartial, accessible and person-centred support, helping service users build independent living skills and maintain accommodation. Experience of working with homeless households and individuals, delivering support in community settings and meeting Scottish statutory requirements for homelessness housing support will be important. Organisations with coverage in Nithsdale, Annandale and Eskdale, Stewartry or Wigtownshire may be well placed for the relevant geographical lots.

Dumfries and Galloway Council are seeking service providers to deliver high quality outreach housing support service to homeless households and individuals threatened with homelessness as prescribed within Section 32B of the Housing (Scotland) Act 1987 as included by the Housing (Scotland) Act 2010 and the Housing Support Services (Homelessness) (Scotland) Regulations 2012.

Lot Information

Adult Outreach Support Services (East)

This lot is for the provision of a high-quality outreach housing support service to individuals over the age of 25 who are homeless or threatened with homelessness. The purpose of this service is to provide an accessible, impartial, quality outreach housing support service to support vulnerable people to increase control over their lives and assist them to gain the independent living skills required to sustain accommodation. Additional information: This lot covers the east of the Dumfries and Galloway region (Nithsdale and Annandale & Eskdale). It is anticipated that two providers will be awarded to this area.

Adult Outreach Support Services (West)

This lot is for the provision of a high-quality outreach housing support service to individuals over the age of 25 who are homeless or threatened with homelessness. This lot is for the provision of a high-quality outreach housing support service to individuals between 16 and 25 who are homeless or threatened with homelessness. The purpose of this service is to provide an accessible, impartial, quality outreach housing support service to support vulnerable people to increase control over their lives and assist them to gain the independent living skills required to sustain accommodation. Additional information: This lot covers the east of the Dumfries and Galloway Region(Nithsdale and Annandale & Eskdale).

Young People's Housing Support (West)

This lot is for the provision of a high-quality housing support service to individuals between 16 and 25 who are homeless or threatened with homelessness. The purpose of this service is to provide an accessible, impartial, quality outreach housing support service to support vulnerable people to increase control over their lives and assist them to gain the independent living skills required to sustain accommodation.
