Summary of the contracting process

Gloucestershire County Council is procuring a multi-supplier framework for occupational health counselling services for its workforce and associated public-sector users. The scope is divided into four service areas: structured counselling sessions in an occupational health workplace setting, delivered virtually and face to face; initial assessments to determine suitability for structured counselling; reflective practice, also known as reflective supervision, delivered virtually and face to face; and critical incident support for service users, also available virtually and face to face. Gloucester City Council, Gloucestershire Fire and Rescue Service, schools, academies and educational settings in the county may use the framework for future call-off contracts. The procurement has reached tender: the council has invited offers through a below-threshold open competition under the light-touch regime. It is a framework agreement, with suppliers submitting their most competitive pricing for later call-offs without reopening competition. Enquiries had to be submitted by 13 August 2026 at 12:00, and offers are due by 1 September 2026 at 12:00. The framework is planned to run from 1 December 2026 to 30 November 2028, with an option to extend by two further 12-month periods, giving a possible end date of 30 November 2030. Evaluation is 50% quality, 40% price and 10% social value.

Relevant capability includes structured counselling, initial clinical or suitability assessments, reflective supervision for practitioners, and rapid support following critical incidents. Providers should be able to work through both virtual and face-to-face delivery models and respond to the needs of public-sector workforces, including education settings and emergency-service environments. The framework is expressly suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Suppliers must register on SAP Ariba before bidding and provide their legal, address and primary contact details for onboarding. Quality carries the greatest evaluation weight, alongside price and social value, so evidence of service quality and wider community benefit will matter.
