Summary of the contracting process

The Department of Agriculture, Environment and Rural Affairs commissioned an on-farm veterinary biosecurity advice service for cattle farms across Northern Ireland. The work supports efforts to improve animal health and eradicate bovine tuberculosis. Veterinarians are expected to work with farmers to identify factors that allow disease to enter, persist and spread within individual farm businesses, then produce clear, farm-specific actions to address those risks. The service also includes engaging farmers in the assessment process, improving their understanding of disease risks and encouraging lasting adoption of better biosecurity practices. The procurement is complete and has been awarded following an open procedure. Four bids were received, including three from SMEs and one from a voluntary, community or social enterprise. Veterinary Resources (NI) Ltd was awarded the contract on 25 August 2026, and the contract was signed on 7 September 2026. The contract runs from 8 September 2026 to 7 September 2029, with one optional one-year extension available to 7 September 2030. Its awarded value is £2.13 million excluding VAT, or £2.556 million including VAT. The original estimated value was £1.9 million excluding VAT, or £2.28 million including VAT. There was one lot. Evaluation weighted price at 50%, with company experience, pre-visit activities, service delivery, contract management and social value each weighted at 10%.

Notice Description

The Department of Agriculture, Environment and Rural Affairs (DAERA) is responsible for food, farming, environmental, fisheries, forestry and sustainability policy and the development of the rural sector in Northern Ireland. As part of its commitment to improving animal health and eradicating bovine tuberculosis (bTB), DAERA is seeking to procure a service provider to deliver on-farm veterinary biosecurity advice to cattle farms across Northern Ireland. The purpose of this work is for veterinarians to identify systematically, in collaboration with the farmer, the key factors contributing to disease entry, persistence and spread within individual farm enterprises, and to generate clear, targeted farm specific biosecurity actions that directly address the risks identified. This work shall also support and encourage positive behavioural change by engaging farmers in the assessment process, increasing understanding of disease risks, and promoting the sustained adoption of improved biosecurity practices. The bTB biosecurity advice programme is a voluntary scheme for farmers, the Supplier must promote and provide an accessible and user friendly mechanism, by phone and online, through which farmers can register their interest and request an on-farm visit.
