Summary of the contracting process

The Isle of Wight Council intends to procure supported housing and related services for rough sleepers, homeless single people and homeless families. The planned service covers outreach and first-stage accommodation, second-stage accommodation, Housing First support, third-stage provision, a families pathway and foyer accommodation. This is a health and social work services requirement, with delivery across the Isle of Wight. The work is intended to provide a pathway through different levels of accommodation and support for people experiencing homelessness, including families and single adults. Suppliers will need to combine accommodation provision with support services appropriate to the different pathway stages. This procurement is at the planning stage: the council has announced an intention to buy, but there is no invitation to tender yet. It expects to use an above-threshold open procedure. The planned contract is for five years, from 1 November 2027 to 31 October 2032, with a possible extension of up to 24 months at the council’s discretion. The buyer expects the next notice to be published on 1 July 2027; this is an indicative publication date, not a response deadline. Estimated values are £4.2 million ex VAT for outreach and Stage 1 accommodation, £2.3 million for Stage 2 accommodation, £360,000 for Housing First, £115,000 for Stage 3, £360,000 for the families pathway and £1.2 million for the foyer. The estimated whole-life value is £8.535 million ex VAT, or £10.242 million including VAT. The planned arrangement is identified as suitable for SMEs.

The work is likely to suit housing associations, homelessness charities, supported accommodation providers and specialist social care organisations able to deliver services for rough sleepers, homeless single people and families. Relevant preparation would include experience of outreach, accommodation-based support and staged pathways that help people progress between different levels of housing. Providers with Housing First expertise may be well placed for that service strand, while organisations operating family accommodation or foyer-style provision may find a closer fit with those requirements. The procurement also creates scope for organisations that can coordinate accommodation and support across several service models rather than delivering a single intervention. The council has indicated that the planned requirement is suitable for small and medium-sized enterprises, so smaller specialist providers may wish to consider direct delivery or partnership arrangements when the tender reaches the market.
