Summary of the contracting process

The London Borough of Waltham Forest is procuring a discreet and dignified service to collect deceased persons from places of death, transport them to the public mortuaries assigned to each borough, and transport them to and from other places of examination when required. The service covers the London East Coroner’s jurisdiction, involving Waltham Forest, Newham, Redbridge, Havering, and Barking & Dagenham. Delivery locations are within these London boroughs. This is a specialist mortuary and post-mortem support service, combining the collection, transport and delivery of deceased persons with the operational handling needed to support coronial examinations. The arrangement is being bought jointly for the participating boroughs, with suppliers able to provide services for one borough or combinations of boroughs.

The procurement has reached tender: the councils have invited offers through an open procedure. Bidders may submit electronic offers in English through www.londontenders.org. Questions must be submitted by 6 August 2026 at 12:00, and offers by 17 August 2026 at 12:00. The intended award decision date is 14 September 2026. The contract is scheduled to run from 27 October 2026 to 26 October 2029, with an option for two further 12-month extensions, potentially to 26 October 2031. The estimated value is £1,250,000 excluding VAT and £1,500,000 including VAT. There is one lot. Evaluation is weighted 50% price, 40% quality and 10% social value. Quality covers service response, service quality and training, capacity, vehicles and a case study.
