Summary of the contracting process

The London Borough of Bromley is planning a support service for Bromley’s voluntary, community and faith sector. The service is intended to help the sector grow and remain sustainable, strengthening its contribution to residents’ healthy, independent and fulfilling lives. The work will involve organisations that operate within, or support, the voluntary, community and social enterprise sector, including community and faith organisations. The service will be delivered across the London Borough of Bromley. Bromley is seeking to understand the sector’s current capacity, capabilities and opportunities for future development so that it can shape its service planning, development and commissioning approach before procuring the support service. This is a health, social work and wider community and social services requirement.

This procurement is at the planning stage and the buyer has announced market engagement, rather than an invitation to tender. Organisations are asked to complete a questionnaire before an online market engagement event scheduled for 3 September 2026, from noon to 1pm; questionnaire responses are due by 7 August 2026. The buyer expects to publish the next notice by 31 October 2026. One lot is planned, with an indicative contract period from 1 October 2027 to 30 September 2032. The estimated value is £700,000 excluding VAT, or £840,000 including VAT. The planned service is above the applicable threshold. The engagement will inform the future procurement, so the procedure, submission arrangements and evaluation approach have not yet been settled.

This early engagement will suit voluntary, community, faith and social enterprise organisations, as well as specialist providers that support those sectors. It is relevant to organisations with an understanding of Bromley’s local voluntary, community and faith landscape and the practical challenges affecting sector capacity, capability, growth and sustainability. Providers able to offer strategic support, service development or commissioning insight may be well placed to contribute, alongside organisations with experience of helping community groups strengthen their operations and outcomes for residents. The planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Interested organisations can use the engagement to explain their capabilities, development needs and potential models for supporting the sector before the future service is procured.
