Summary of the contracting process

Kent County Council is procuring adult training services for Lot 2 of its Skills Bootcamps framework, focused on the agri-food sector. The programme is intended for people aged 19 and over and supports them to upskill, retrain or formalise existing skills, helping them move into in-demand employment, apprenticeships and career progression. The successful provider will design and deliver tailored, flexible training courses and associated assessments for skills shortages in Kent and Medway. The requirement is classified as training services and falls within the broader public services category. It is a service opportunity for organisations able to provide vocational or workforce training relevant to agri-food roles and local employment needs.

The process has reached tender: Kent County Council invited offers through an open competitive flexible procedure for a framework reopening. Bids must be submitted electronically through the Kent Business Portal, in English. Enquiries close at 12:00 on 31 July 2026 and bids are due by 17:00 on 7 August 2026. The stated award decision deadline is 28 August 2026. The contract period is 14 September 2026 to 30 June 2029, with a possible renewal or extension to 30 June 2030, subject to funding and outcomes. The 2026–27 funding envelope is up to £82,000 excluding VAT (£98,400 including VAT), with no guaranteed value. Evaluation combines weighted quality and capability questions with price. A minimum overall quality score of 40 out of 100 is required before price evaluation, alongside any question-level minimum scores.

This opportunity suits training providers with practical capability in agri-food education and the capacity to deliver tailored, flexible courses for adults aged 19 and over. Providers should be able to assess learners as well as train them, support upskilling, retraining or formalising existing skills, and demonstrate how their provision will address evidenced local or national skills shortages. The requirement is relevant to organisations that can connect training with employment, apprenticeships, career progression and improved earnings, while achieving the programme’s required outcomes. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants. Bidders must be prepared to answer weighted quality and capability questions and submit a price bid.
