Summary of the contracting process

Essex County Council is procuring a temporary worker support service for the council and its existing and new local authority partners. The appointed partner will take contractual responsibility for temporary workers sourced by the council’s HR Shared Services Team and through its third-party agency supply chain. The service covers contractual engagement, weekly payroll, timesheet processing and billing. Essex County Council will continue to manage recruitment and attraction. The partner should also be able to provide optional access to a wider supply chain, such as a neutral vendor network, to provide contingency sourcing or alternative fulfilment routes when required. This is a public-sector personnel and payroll management service, delivered for activity across Essex and the wider UKH3 area.

The procurement has reached tender: Essex County Council invited offers through an above-threshold open procedure. The enquiry deadline was 31 July 2026 at 17:00:59, and the tender submission deadline was 11 August 2026 at 12:00:59. The contract is scheduled to run from 23 November 2026 to 22 November 2028, with one possible extension of up to two years, taking the maximum end date to 22 November 2030. The estimated value is £48,000,000 excluding VAT (£57,600,000 including VAT), with the extension valued at £24,000,000 excluding VAT. Award is due by 26 October 2026. There is one lot. Evaluation is weighted 70% quality, including technical ability and social value, and 30% price. Electronic submission is allowed in English.

This opportunity suits providers experienced in outsourced temporary workforce administration, payroll and personnel services, particularly those able to manage large, multi-source worker populations for councils or other public bodies. Suppliers should be capable of owning contractual engagement, processing weekly payroll and timesheets, billing accurately, and supporting workers supplied both directly and through agency networks. Reliable technology and integration capability are important: the requirement identifies risks around timesheet, payroll and procure-to-pay integration, with testing, supplier assurance and cutover planning expected. A resilient payroll platform and business-continuity arrangements are also relevant because system failure is identified as a risk. Suppliers offering a neutral vendor network or other contingency sourcing routes may be well placed, alongside those able to demonstrate secure information handling, data-protection compliance, technical ability and credible social value delivery.

Notice Title

Temporary Worker Support Services

Notice Description

ECC requires a partner to provide a temporary worker support service that owns the contractual engagement, weekly payroll, timesheet processing, and billing for all temporary workers sourced directly by ECC's HR Shared Services Team, as well as those supplied through ECC's third party agency supply chain, for ECC and our existing and new local authority partners. In addition, while ECC will continue to manage all recruitment and attraction activity, the partner should also provide optional access to their wider supply chain (such as a neutral vendor network), to act as a contingency or fallback solution should additional sourcing support or alternative fulfilment routes be required.
