Summary of the contracting process

Staffordshire County Council is seeking a supplier for gas tightness testing and inspection services under a framework agreement. The work is to confirm that gas installations are safe and comply with the Gas Safety (Installation and Use) Regulations, relevant British Standards or equivalent standards, and applicable codes of practice. The supplier must inspect gas supply installations and ventilation arrangements and produce a written report recording the findings. The framework covers the Council’s corporate properties and locally maintained schools, with potential use by participating borough and district councils, academies, fire service premises and other customer properties. The portfolio includes around 387 properties, mainly in Staffordshire, with some in Cheshire, Lancashire, Derbyshire and the West Midlands. Buildings include schools, care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units.

The procurement has reached tender: the Council invited offers through an open procedure, with bids submitted electronically through the Proactis e-tendering system. Questions had to be sent through that system by 29 September 2026 at 23:59. The bid deadline was 6 October 2026 at 12:00, and the intended award decision date was 13 November 2026 at 23:59. The contract is a single-supplier framework with direct awards and an initial term from 19 January 2027 to 18 January 2029. The Council may renew it twice for one year, extending the end date to 18 January 2031. The estimated value is £250,000 excluding VAT, or £300,000 including VAT. A successful supplier pays a 0.3% award fee. Price carries 80% of the evaluation, with quality criteria covering working example, knowledge, assurance, health and safety, communication and environmental performance.

This opportunity suits gas safety and building-services contractors able to service a varied public-sector property portfolio across Staffordshire and neighbouring counties. The successful supplier needs at least two trained staff, whether directly employed or subcontracted, with Gas Safe registration and qualifications including appliances and commercial pipe fitting. Staff must carry registration cards while working. The business must maintain a compliant SSIP health and safety accreditation and membership of an independent pre-qualification body such as Constructionline Gold or an equivalent. Evidence is also required for recent working-at-height training, and IPAF, PASMA or equivalent training for staff using specialist access equipment. All personnel need asbestos-awareness training accredited by UKATA, IATP or an equivalent body within the previous 12 months, plus Enhanced DBS checks. Small and medium-sized enterprises and voluntary, community or social enterprises are considered suitable.

Notice Description

The object of this Framework is to ensure the gas installations at each of the customer's premises are safe and conform with the current 'Gas Safety (Installation and Use) Regulations. The gas supply installation at each property, including the ventilation requirements, shall be inspected and tested for compliance with the current British Standards or equivalent and any relevant Codes of Practice and a written report produced to detail these findings. All properties are intended to be tested and inspected at 5-year intervals. This framework is to enable the servicing of Staffordshire County Council's Corporate properties and LEA Maintained Schools. Additionally, the Managing Agent may use the framework for some or all its customers' 200+ Academy, Fire Service and other properties. There are currently approximately 387 properties listed on the contract schedule that are expected to be transferred to this framework. Most are in Staffordshire, with a small number located in Cheshire, Lancashire, Derbyshire and the West Midlands. The properties include all types of buildings operated by a Local Authority including educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units.
