Summary of the contracting process

The West of England Combined Authority is procuring an investment adviser for its Future Places Fund, a place-based investment fund intended to accelerate sustainable economic growth, unlock housing and regeneration opportunities, and support resilient communities across the West of England. The services cover strategic and technical investment advice, assessment of investment opportunities, recommendations on suitable funding structures and financial instruments, investment appraisal and due diligence, and oversight of parts of the Fund’s investment governance and decision-making. This is a financial consultancy services requirement with a real-estate investment element. Delivery is across the West of England. The buying organisation is the West of England Combined Authority, a public authority based in Bristol.

The procurement has reached tender: the buyer invited offers through an open procedure. There is one lot, with an estimated value of £1,000,000 excluding VAT and £1,200,000 including VAT. The contract is scheduled to run from 11 November 2026 to 10 November 2029, with options for two further one-year renewals. Clarification questions must be submitted by 3 September 2026 at 12:00, and tenders by 15 September 2026 at 12:00. The intended award decision date is 26 October 2026. Electronic submission is allowed, in English, through the Atamis sourcing portal after registering interest. Offers will be evaluated on technical quality at 70%, commercial price at 20%, and social value at 10%.

This opportunity suits an investment advisory business with demonstrable experience of strategic and technical investment advice, particularly in place-based investment, economic growth, housing, regeneration or real-estate-related opportunities. Suppliers should be able to identify and assess investment opportunities, recommend appropriate funding structures and instruments, and carry out robust appraisal and due diligence. They will also need the capability to advise on, and oversee elements of, investment governance and decision-making. The requirement is marked as suitable for small and medium-sized enterprises, so it may be relevant to specialist advisory firms as well as larger consultancies. A strong bid will need to demonstrate suitably qualified personnel, relevant experience, sound financial and technical analysis, and the ability to provide social value alongside the core advisory service.
